The Technical Competence, Technology Mastery, and Ship Pilot Performance
The Mediating Role of SIPANDU

Purpose – This study examines the direct and mediated effects of technical competence and technology mastery on ship pilot performance through the effectiveness of the Pilotage Information System (SIPANDU) at the Class II Harbormaster and Port Authority Office of Bontang. Methodology – An explanatory cross-sectional survey involved 52 active ship pilots. The four-construct model was analysed using partial least squares structural equation modelling. Findings – Technical competence (β = 0.640; p < 0.001) and technology mastery (β = 0.249; p = 0.031) improved performance. Technology mastery strongly predicted SIPANDU effectiveness (β = 0.967; p < 0.001), whereas technical competence did not. SIPANDU neither affected performance (β = 0.094; p = 0.341) nor mediated the effects of competence (p = 0.960) or technology mastery (p = 0.297). Conclusion – Individual operational and digital capabilities contribute more directly to safety-critical pilotage performance than an administratively oriented information system. Novelty: This study lies in identifying a gap between administrative digitalisation and the operational needs of ship pilotage. Pilot performance is more directly determined by technical competence and technological proficiency, while SIPANDU has not yet functioned as either a driver or a mediator of improved pilot performance.
